Vicky was born on July 5, 1973 in Miami, FL to Gilberto & Maria Guadalupe Santoy.

She is preceded in death by her mother.

Vicky is survived by her husband, Daniel A. Hernandez; one son, Frankie Ray De Leon, Jr. (Daisy Mora De Leon); two daughters, Corina Nicole De Leon, Jessica Inez De Leon; one brother, Gilberto De Leon , Jr.; two sisters, Esmeralda Santoy Martinez & Maria Santoy Rangel. Also surviving is one grandson, Ulysses Ray De Leon.
